Job Rackeetering Of Dr. Dankaka Farida Muheeba, Chairman of Federal Character Commission (FCC)

Permit us to bring to your notice the state of our Commission (Federal Character Commission) and to seek your intervention for a decisive action on the Commission’s leadership.

Sir, no sooner that we came on board on July 2nd, 2020 that we discovered that Dr. Muheeba F. Dankaka lacks the cognate experience, temperament and leadership skills to manage this veiy important Commission.

We individually and collectively pointed out the issues, we wrote memos and at plenary raised the fundamental issues of rules, regulations, due process and constitutional infractions, unfortunately all efforts were rebuffed.

We had no other options but to write to President Muhammed Buhari, GCFR on December 10th, 2020. We again wrote to the President through the Chief of Staff after the intervention of several stakeholders (Governors, Senators, and The Office of the Secretary to the Government).

The Commission was then counseled by the SGF’s office to internally resolve the issues. This action only emboldened the Chairman such that she stated in her right of reply to our memo of November, 18, 2020 that NO ONE can question her authority or actions. Chairman’s responses to issues raised in the memo clearly shows her lack ofcognate experience, misunderstanding of the Establishment Act and the true essence of Federal Character, she misinterpreted Section 2 (la-c) of the Act to mean we are her mere appendages rather than representatives of our respective states, when the commission actually, by the provisions of the Act, is us collectively as one body taking decisions on behalf of Nigerians in plenary.

The fact is that the Chairman came in with an agenda to enrich herself and her cronies with a system of sole administration and would rather we join her in criminal enterprise to run the commission aground. She will allege without any proof that she is out to fight corruption. She is yet to report any commissioner or erring MDAs to the security agencies or the courts but as proven with our submitted credible evidence she is corruption personified (2 major racketeering investigations with her in the middle of it). 1. 24 Ghost workers with over N35 Million Naira collected for jobs at Federal Character by Dr. Muheeba Farida Dankaka’s S.A. (Haruna Kolo). The letters of appointment were signed by the Chairman herself (see attached). 2. The DSS investigation is ongoing (though foot-dragging) with detention orders and arrangements to refund slot buyers. It is worthy to note that we (integrity group) requested for a covert investigation by DSS, a copy of that request is hereby attached. This petition was made to save the image of the country and to protect innocent Nigerian job seekers. We have remained consistent in proving our points and determined to maintain allegiance to our Oaths to highlight the problem of the commission and employment racketeering in the nation.

The story ofFCC’s corrupt past was sold to us, we bought it and spent the first 3 months for audit of previous waivers and certificate of compliance. The findings of the committee that were submitted to the Chairman were not acted upon but was rather used to fleece out employment slots from the MDAs. The case of FIRS is classic example. She however, continues to issue waivers not to advertise to MDA’s and sign all Certificate of Compliance without recourse to the Commission as required by the Establishment Act and the extant Rules.

The criminal enterprise continued with the Operational Committee members selection, she alone constituted the committee against the Act which states that a selection committee be named by the plenary. She kept the high paying MDAs like (CBN, NNPC, FIRS, NIMASA, NPA, DSS, NUPRC, NSIA, NCMDB, NIDC etc) to herself iu a committee of one person. Whenever she is challenged, different excuses are offered such as (Presidential directives, security, tradition etc). She alone in coimivance with the chairmen ofEFCC and FIRS recruited over 4000 personnel illegally. Section 14 (3) of the constitution of the Federal Republic ofNigeria 1999, as amended mandates that, the commission, and not the chairman alone shall ensure sense of belonging to all Nigerians. She changes job offers to her children at will and uses other employment slots to corrupt the system and sell through her agents. She alone has since July 2020 issued all waivers and certificates of compliance, this she does immediately her negotiated 10% job slots is secured, a member of staff named Saad Mohammed was seconded from the Presidency in 2022 specifically for this purpose.

The true identity of the Chairman and her credentials should also be checked. She claims and designates herself as Dr. Muheeba Farida Dankaka, the Doctorate, an honorary degree issued by a fake proscribed institution, on a news of this fact, she sought for another honorary Doctorate in May 2023, this time from a school from Republic of Benin, the honoraty certificate was delivered to her in her office. She has also caused a memo to change her name overnight, the public is wrongly swayed by the fake ‘credentials’.

Unfortunately, the situation at the Commission has gotten worse, all the institutional system and process has been abandoned, and the Commission is run as a sole administrator thus contributing negatively to the imbalance, an action which gives right and rise to the agitation and claim of lack of sense of belonging. For example, the chairman of the commission since resumption has given employments to her son Jamilu Shittu, first at Nigerian Deposit Insurance Corporation (NDIC) then moved him to Nigerian Upstream Petroleum Regulatory Commission (NUPRC). Another son Fahad Dankaka initially employed within Ihe pendency of her tenure as chairman at Nigerian Communication Commission (NCC) moved therefrom to Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). Mariam Shittu at Nigerian Upstream Petroleum Regulatory Commission (NUPRC). Other members of her family (Wasiu Salawu from FIRS, Afolabi Mufiau from FCC to NIMASA, Miss Taibat Salawu from NPA to NCC) have been employed in various top tier government agencies and moved to areas of greener pasture when opportunities avail themselves at the detriment of innocent indigent Nigerians.
